SO UPS JSC (System Operator of the United Power System is a specialized organization, with a single-person regulatory approach to centralized operational dispatching management of the technological mode of the United Power System of Russia (UPS of Russia).
Furthermore, the System Operator manages the collaborative works of UPS with the power systems of 12 foreign countries: Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Mongolia, Latvia, Lithuania, Uzbekistan, Ukraine and Estonia.
Performing its activities, the System Operator solves 3 main groups of tasks:
- providing reliability of UPS of Russia in real time;
- providing potential reliability of UPS of Russia;
- providing technological integrity and efficient operation of electrical power markets.
Solving the missions assigned, the System Operator performs the following functions:
- provides centralized operational dispatching management of the electric power mode UPS of Russia in real time;
- realizes calculations, short, medium and long-term planning of UPS of Russia operating modes;
- maintains and develops the automatic systems of relay protection, of mode and automatic emergency control systems;
- takes part in designing and development programs implementation of UPS of Russia, as well as of the united and regional energy systems;
- provides the technological and administrative support to the procedures as well as takes part in the development of power joint market and provides the AC market.
To perform the functions of SO UPS JSC the three-level hierarchical structure was formed, i.e.:
- the executive authority with the main operation and maintenance center (Moscow)
- 7 Branches which are Interregional Dispatching Offices;
- 56 Branches which are Regional Dispatching Offices and 12 Representative offices;
Furthermore, the structure of the System Operator includes a subsidiary JSC “United Energy System R&D Center” (till 07.06.2012 it was known as JSC “High Voltage DC Power Transmission Research Institute”)
100 percent shares of SO UPS JSC are state-owned.
