SO UPS JSC (System Operator of the United Power System is a specialized organization, with a single-person regulatory approach to centralized operational dispatching management of the technological mode of the United Power System of Russia (UPS of Russia). 

Furthermore, the System Operator manages the collaborative works of UPS with the power systems of 12 foreign countries: Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Mongolia, Latvia, Lithuania, Uzbekistan, Ukraine and Estonia.

Performing its activities, the System Operator solves  3 main groups of tasks: 

- providing  reliability of UPS of Russia in real time;

- providing  potential reliability  of UPS of Russia; 

- providing technological integrity and efficient operation of electrical power markets. 

Solving the missions assigned, the System Operator performs the following functions: 

- provides centralized operational dispatching management of the electric power mode UPS of Russia in real time; 

- realizes  calculations, short, medium and long-term planning of UPS of Russia operating modes; 

- maintains and  develops the automatic systems of relay protection, of mode and automatic emergency control systems; 

- takes part in designing and development programs implementation of UPS of Russia, as well as of the united and regional energy systems; 

- provides the technological and administrative support to the procedures as well as takes part in the development of power joint market and provides the AC market.

To perform the functions of SO UPS JSC the three-level hierarchical structure was formed, i.e.: 

- the executive authority with the main operation and maintenance center (Moscow) 

- 7 Branches  which are Interregional Dispatching Offices; 

- 56 Branches  which are  Regional Dispatching Offices  and 12 Representative offices; 

Furthermore, the structure of the System Operator includes a subsidiary JSC “United Energy System R&D Center” (till 07.06.2012 it was  known as JSC “High Voltage DC Power Transmission Research Institute”)

100 percent shares of SO UPS JSC are state-owned.

RUSSIAN NATIONAL COMMITTEE of CIGRE (International Council on Large Electric Systems/Conseil International des Grands Réseaux Électriques ) 

The Russian National Committee is one of the leading branches of CIGRE. It leads in the quantity of scientists as well as in the high level of research in the electrical energy industry and reliability of the unique UPS of Russia.

The Russian Federation joined CIGRE two years after the organization was founded. In 1923 seven leading Russian scientists and specialists participated in the Second Session of CIGRE. The Soviet National Committee, which represented the USSR, was established by the Administrative Council of CIGRE in 1957.

Functions of the Soviet National Committee on representing the national interests at CIGRE were traditionally performed by the governmental entities (i.e. Ministries of the industry). In 1992 these functions were assumed by RAO UPS of Russia and in 2008 passed to SO UPS (System Operator of the United Power System).

Since 2003, the Russian National Committee of CIGRE (CIGRE RNC) is as a non-profit partnership.  According to the data presented at the VI Assembly of CIGRE RNC (2013, October), the Committee unites 519 individual and 64 society members, which include leading Russian scientists, specialists, experts in the electric power industry, as well as large electric power companies and industry institutions. 

RNC CIGRE's Mission is to represent the interests of Russia in CIGRE, to cooperate with the CIGRE members for technical knowledge interchange and to collaborate with the foreign colleagues.

The tasks of the Russian National Committee are following: 

- to join efforts of experts and organizations of the national electric industry within the fields of study by CIGRE; 

- to contribute to the national scientific research and development in the field of HV and EHV electricity generation and transmission; 

- to promote strategic tasks on the national electric industry development; 

- to combine and implement the world experience and smart use of electric industry development with regard to its economical, ecological, ergonomic, anthropogenic  and other aspects; 

- to participate in the international events held by CIGRE and by other organizations in order to obtain access to the latest scientific and technical information and to represent the latest national achievements in the industry; 

- to promote projects initiated by national and foreign organizations and experts in the field of electric power engineering within the frames of international cooperation; 

- to assist in technical, economical, political and sociological research work in electric power industry as well as to cooperate with governmental, public and industrial entities for the benefit of the industry.

JSC All-Russian Research Institute of Relay Production with a pilot factory (VNIIR) is a part of  ABS Electro Company Grouping .

The main amount of R&D is performed according to the programs of the largest energy companies of Russia.   Providing these works JSC VNIIR cooperates efficiently with the leading national and overseas experts and research centers.
