Russia presents unique designs in electrical power industry at the 47th CIGRE
The delegation of 150 specialists from the country's leading organizations was captained by Mr. Andrey Murov, Chairman of the Management Board of FGC UES, Chairman of the Russian NC of CIGRE. The best achievements of Russian power industry were represented at the scientific part of the session and the technical exhibition. Agreements were signed in the line of Russian NC of CIGRE and R&D Center at FGC UES. Covenants were achieved on the transfer of innovative technologies from Russia to India and Portugal and on implementation of joint projects with representatives from the USA, China, and the Netherlands.
The scientific part of the session included 35 papers by Russian experts – a record-breaking number in the 95 years of partnership with the international association.
At the technical exhibition the Russian companies who cooperate with Russian NC of CIGRE presented some newest solutions in digitalization, emergency control, cybersecurity, and creation of complex digital substations. Also, developments of FGC UES and practical examples in superconductivity and energy efficiency were presented, which had earlier been included into the list of national projects by the Russian Ministry of Energy.
"The interest to Russian power industry is very high. This means both of the opposite directions: not only as to the sales market but also as to the supplier of advanced technologies and expertise. I believe that development of high-tech export is one of the major tasks of Russia's participation in CIGRE' work", A. Murov commented.
On the sidelines of the session A. Murov had a meeting with Cedrik Neike, member of the Managing Board of Siemens AG, discussing such topics as creation of digital substations, remote monitoring and control systems, and implementation of energy storage technologies.
In addition, there was a meeting between the Russian NC of CIGRE chief and Mr. Indu Shekhar Jha, Head of the Indian National Committee of CIGRE, Chairman of Power Grid Corporation of India, where cooperation of the two countries in the line of international organization was discussed.
A quadripartite agreement was signed at the session between CIGRE national committees of Russia and the Netherlands, as well as between the R&D Center at FGC UES and the international certification and classification society, DNV GL, on international conferences "Digital Substation: Standard IEC 61850" to be held on a regular basis in Russia.
Members of Russian NC of CIGRE made a number of cooperation development agreements with foreign organizations. R&D Center at FGC UES came to terms with one of the biggest industry-specific research institutions of China, Shenyang Transformer Research Institute, on mutual recognition of test results. GE Grid Solutions (a business unit of General Electric, USA) signed an agreement on the planned localization of manufacture of relay protection and automation equipment at Elektroapparat HV Plant in Saint Petersburg. This is the first project of the kind in Russia.
Massa (Izolyator Plant) and Mehru Electrical & Mechanical Engineers reached agreements on creating a joint venture in India to manufacture high-voltage bushings with solid RIP insulation based on vacuum-dried and epoxy-impregnated paper – a development of the Russian enterprise that is a unique solution for India. Profotech, a portfolio company of Rosnano, signed an agreement on the use of Russian technologies in digital substation projects of the Portuguese EFACEC Corp.

International Council on Large Electric Systems – CIGRE (Conseil International des Grands Réseaux Electriques) – is the biggest nongovernmental organization in power industry, one of the most authoritative scientific and engineering associations of the world. Founded in 1921 in France, CIGRE today unites scientists and experts from 98 countries.
Russian specialists participate in the association's work since 1923. The Russian NC of CIGRE operates since 1957 and is headed by A. Murov, Chairman of the Management Board of FGC UES, since 2015.
As of 2017, Russian NC of CIGRE was ranked the first in Europe by the number of members. In the coming years Russia will be hosting a series of the association's important events, including a joint session of the steering committee and the technical council confined to the 2019 Russian Energy Week.
