System Operator's Main Control Center visited by CIGRE Secretary General Philippe Adam
On September 19, 2017, System Operator of the United Energy System, JSC was visited by Philippe Adam, Secretary General of the International Council on Large Electric Systems (Conseil International des Grands Réseaux Électriques), shortly CIGRE.
CIGRE Secretary General’s visit to Russia is arranged to coincide with the International Colloquium to be held in Moscow on September 20–22 by the D2 CIGRE Study Committee – a key IT and telecommunications event for the electricity industry. The D2 Colloquium is organized by the D2 Subcommittee on the Information Systems and Telecommunications of the CIGRE Russian National Committee (the subcommittee’s underlying entity is RTSoft, JSC) with support from FGC UES, PJSC and SO UPS, JSC. The event brings together more than 150 experts from 25 countries, including the representatives of the world’s largest power companies and leading equipment manufacturers for the industry.
As part of his trip to Moscow, Philippe Adam visited the Main Control Center and the Personnel Training Center with simulator equipment of the System Operator. SO UPS Management Board Chairman Boris Ayuev, using the control panel of Russia’s Unified Energy System for illustration purposes, familiarized the guest with the structure of domestic electric power industry and three-level system of UPS Operational Supervisory Control, talked him through System Operator structural optimization process. Boris Ayuev addressed in detail the issues of technical regulation of the industry. During his visit to the Center, Philippe Adam learned about the functionality of the System Operator’s Control subdivisions and personnel training system, which is currently one of the best among Russia's energy companies, got exposed to the peculiarities of operator training simulations.
Of special interest to CIGRE Secretary General were the aspects concerning the functioning of Russian wholesale and retail electricity and capacity markets, the role of System Operator in supporting the functioning of these markets. The guest also focused on the issues of renewable energy (RE) development in Russia and regulations underlying RE integration into Russia’s Unified Energy System.
At the end of his visit, Philippe Adam signed in the Book of Distinguished Guests of SO UPS, JSC, thanking the company for the chance to visit the Main Control Center of System Operator.
The program of Philippe Adam's Moscow visit on September 18–22 entails visiting a closed-door general meeting of the D2 CIGRE Study Committee, a business meeting with the management of CIGRE RNC, participation in the opening ceremony for the public part of the D2 CIGRE Colloquium, and a meeting with the representatives of the CIGRE RNC Youth Division.
CIGRE Secretary General’s visit to Russia is a meaningful event for the professional community, emphasizing the importance of international technology transfer as part of the CIGRE events.
